This is a very famous postcard view of St. Louis, from Kiener Plaza. This shows the statue "The Runner" by sculptor William Zorach between two fountains, and on the background the Old Courthouse and the Gateway Arch. The water was colored with red color for supporting the Cardinals -- a professional baseball team based in St. Louis.
